Surface Waters of the State includes lakes, rivers, ponds, streams, inland waters, salt waters,and all <br /> other surface waters and water courses within the jurisdiction of the state of Washington. <br /> Temporary Stabilization means the exposed ground surface has been covered with appropriate <br /> materials to provide temporary stabilization of the surface from water or wind erosion. Materials <br /> include, but are not limited to, mulch, riprap, erosion control mats or blankets and temporary cover <br /> crops. Seeding alone is not considered stabilization.Temporary stabilization is not a substitute for the <br /> more permanent "final stabilization." <br /> Total Maximum Daily Load(TMDL) means a calculation of the maximum amount of a pollutant that a <br /> waterbody can receive and still meet state water quality standards. Percentages of the total maximum <br /> daily load are allocated to the various pollutant sources. A TMDL is the sum of the allowable loads of a <br /> single pollutant from all contributing point and nonpoint sources. The TMDL calculations must include a <br /> "margin of safety"to ensure that the waterbody can be protected in case there are unforeseen events <br /> or unknown sources of the pollutant.The calculation must also account for seasonable variation in <br /> water quality. <br /> Transfer of Coverage(TOC) means a request for transfer of coverage under this general permit as <br /> specified by Special Condition S2.A of this permit. <br /> Treatment BMPs means BMPs that are intended to remove pollutants from stormwater.A few examples <br /> of treatment BMPs are detention ponds,oil/water separators, biofiltration, and constructed wetlands. <br /> Transparency means a measurement of water clarity in centimeters (cm), using a 60 cm transparency <br /> tube. The transparency tube is used to estimate the relative clarity or transparency of water by noting <br /> the depth at which a black and white Secchi disc becomes visible when water is released from a value in <br /> the bottom of the tube. A transparency tube is sometimes referred to as a "turbidity tube." <br /> Turbidity means the clarity of water expressed as nephelometric turbidity units (NTUs) and measured <br /> with a calibrated turbidimeter. <br /> Uncontaminated means free from any contaminant.See definition of"contaminant" and WAC 173-340-200. <br /> Upset means an exceptional incident in which there is unintentional and temporary noncompliance with <br /> technology-based permit effluent limitations because of factors beyond the reasonable control of the <br /> Permittee.An upset does not include noncompliance to the extent caused by operational error, <br /> improperly designed treatment facilities, inadequate treatment facilities, lack of preventive <br /> maintenance, or careless or improper operation. <br /> Waste Load Allocation (WLA)means the portion of a receiving water's loading capacity that is allocated <br /> to one of its existing or future point sources of pollution. WLAs constitute a type of water quality based <br /> effluent limitation(40 CFR 130.2[h]). <br /> Water-Only Based Shaft Drilling is a shaft drilling process that uses water only and no additives are <br /> involved in the drilling of shafts for construction of building, road, or bridge foundations. <br /> Water Quality means the chemical,physical, and biological characteristics of water, usually with respect <br /> to its suitability for a particular purpose. <br /> Waters of the State includes those waters as defined as "waters of the United States" in 40 CFR Subpart <br /> 122.2 within the geographic boundaries of Washington State and "waters of the State" as defined in <br /> Chapter 90.48 RCW,which include lakes, rivers, ponds, streams, inland waters, underground waters, salt <br /> Construction Stormwater General Permit Page 48 <br />
