INTRODUCTION <br /> This report presents the results of our geotechnical engineering services for the proposed soil remediation <br /> facility at the Delta site located at 17 East Marine View Drive in Everett, Washington. The property is <br /> bounded by the Snohomish River to the north, East Marine View Drive to the south industrial property to <br /> the east, and wetland/delta areas to the west. The site is shown relative to surrounding physical features <br /> on the Vicinity Map, Figure 1 and in the Site Plan, Figure 2. <br /> PROJECT DESCRIPTION <br /> We understand that the Delta site may be developed in two phases. Phase 1 will consist of a soil <br /> remediation facility and Phase 2 will consist of a redi-mix plant. This report and our conclusions are for <br /> Phase 1, Soil Remediation Facility. The soil remediation facility will include two 120-foot by 240-foot <br /> open-sided storage sheds up to 40 feet high containing soil materials and the soil remediation plant, a <br /> water storage vault,scale house,recycled asphalt product storage building,container storage,and parking <br /> area. Planned soil and asphalt stockpiles in the shed buildings will not exceed 25 feet in height.Although <br /> building column loads and foundation types were not available at the time of this report, we understand <br /> the structures will be lightly loaded and can be designed to tolerate differential settlement. Our <br /> understanding of the project is based on our conversations with Daniel LeBlond. <br /> Purpose and Scope of Services <br /> The purpose of our services is to evaluate soil and groundwater conditions as a basis for developing design <br /> criteria for the geotechnical aspects of the proposed remediation facility. Our evaluations were based on <br /> previous explorations that were performed at the site in order to develop geotechnical engineering <br /> recommendations for use in design of the project. Our services were provided in accordance with our <br /> Master Services Agreement (Agreement No. CDAO618NMO118B) under Purchase Order No. 7869-32, <br /> dated June 27, 2018. <br /> PREVIOUS STUDIES <br /> We reviewed a preliminary draft report for a previously planned project at the Delta site, which included <br /> eight geotechnical borings completed in the project vicinity and another geotechnical report for the former <br /> bleach plant building, which included two geotechnical borings completed in the eastern area of the <br /> proposed development site. These documents include the following: <br /> ■ "Preliminary Draft Report, Geotechnical Engineering Services, Proposed Shadow Development, <br /> Snohomish River Delta Site, Everett,Washington," prepared by GeoEngineers.
