September 24, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., September 24, <br />2025, by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Bader, Rhyne, Fosse, <br />Tuohy, Zarlingo, and President Schwab were present. Council Member Vogeli was excused. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />Council Member Rhyne recited the land acknowledgement. <br /> <br />The minutes of the September 17, 2025, meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin read a proclamation recognizing September as Hispanic Heritage Month. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received one (1) written comment and the following members of the public spoke: <br />Lawrence Balogh and Mason Rutledge. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members thanked the public commenters. <br /> <br />Council Member Bader attended the Regional Fare Forum and advised that he is unable to attend <br />the Budget Open House on 9/29. <br /> <br />Council Member Rhyne attended the Historical Commission Meeting and reminded the public <br />that this Saturday is the Homecoming Hop, the city has an app named “See, Click, Fix” to issues <br />or needed repairs, and the Everett Animal Shelter has 45 cats available for adoption. <br /> <br />Council Member Tuohy reminded the public that the next Community Health and Safety meeting <br />is on Wednesday, 10/1/25. <br /> <br />President Schwab reminded the public that Boards and Commissions applications are due <br />October 10, the Charter Review Commission applications are due December 5, and the Budget
