P a g e | 1 <br />Fish Passage Barrier Inventory and Assessments Program <br />EXHIBIT A <br />SCOPE OF WORK <br />Project Name: Fish Passage Barrier Inventory and Assessments Program <br />Client: City of Everett <br />Prime Consultant: Osborn Consulting Inc. <br />Contract Number: <br /> <br />BACKGROUND <br />In 2023 the City of Everett assessed and characterized their fish passage related assets on fish bearing <br />streams for complexity. They defined “complex” structures as those that cannot be assessed using the <br />standard Level A assessment or Level B analysis protocols from the Washington Department of Fish and <br />Wildlife (WDFW) Fish Passage Inventory, Assessment, and Prioritization Manual (WDFW, 2019b). From <br />this inventory, the City identified 78 sites that were categorized as “complex” in that these sites involve <br />but are not limited to: long culverts, presence of catch basins, multiple connected pipe networks and/or <br />stormwater systems. The majority of these sites although not directly conveying a mainstem stream, are <br />closely connected to a mainstem fish-bearing stream and therefore have potential for fish use. <br />The City of Everett is contracting Osborn Consulting Inc. (Osborn) to further evaluate these “complex” <br />crossings and assess their fish passage barrier status, according to WDFW’s Fish Passage Inventory, <br />Assessment, and Prioritization Manual where possible. Osborn plans to identify approaches to analyze <br />these complex culverts and evaluate a subset to determine barrier status. <br />SCOPE OF WORK <br />Task 1 Project Management <br />Objective: The objective of this task is to provide project administration including budget and schedule <br />management, maintenance of records and monthly progress reports, and project set-up and close-out. <br />This task also includes internal coordination between the project team members. <br />Assumptions <br /> Contracted work will not begin until Osborn receives the City’s written notice to proceed. <br /> Project duration is 16 months, with the work occurring September 2025 through December 2026. <br /> There will be one Project Kickoff Meeting between the City and up to two Osborn staff, lasting up <br />to one hour and held over Microsoft Teams. <br /> There will be monthly coordination meetings between the City, their attendees, and up to two <br />Osborn staff, lasting up to thirty minutes and held over Microsoft Teams. <br /> There will be up to five hours of additional coordination between the City and Osborn PM. <br />Deliverables <br /> Monthly Progress Reports <br /> Agenda and Minutes for the Project Kickoff Meeting <br /> Agenda and Minutes for the monthly coordination meetings
