P a g e | 3 <br />Fish Passage Barrier Inventory and Assessments Program <br />Assumptions <br /> The City will inform Osborn with their preferred method of data collection for barrier assessments, <br />being either paper or digital forms of submittal. <br /> The City will obtain Right of Entry permission from landowners for crossings that occur on private <br />land. <br /> High and low fish passage flows will be calculated using regional regression equations. <br /> The barrier assessment will include up to the 78 complex culvert sites the City has previously <br />identified. Further evaluation of these sites, based on their complexity, may be authorized by the <br />City under Task 4. <br /> There may be stream crossings which are unable to be accessed and/or have their barrier status <br />properly assessed according to WDFW’s protocols due to landowner permission or geographical <br />access. <br /> Two Osborn staff will perform up to 8 days of field reconnaissance. <br /> The City will allow Osborn to lift manhole lids in stormwater systems to perform measuredowns <br />for slope or water surface drop measurements. <br /> If stormwater infrastructure that needs to be assessed as part of the barrier assessment is <br />located within travel lanes, Osborn will coordinate traffic control needs with the City to facilitate <br />performance of this work. If possible, assessment of these sites will be included in the list of data <br />needs provided to the City prior to field work. <br /> Osborn will perform light brush removal, if needed, to access sites (e.g. brush that can be cleared <br />with loppers). If more substantial clearing is required, Osborn understands assistance may be <br />available from City crews. If possible, sites requiring clearing assistance will be included in the list <br />of data needs provided to the City prior to field work. <br /> The City will provide consolidated review comments on the Draft Assessment Protocols <br />Memorandum. <br /> The following “eligible expenses” are identified for this task: mileage and field equipment (to <br />perform clearing and measurements). <br /> The City plans to form their fish passage barrier statuses according to WDFW’s Fish Passage <br />Inventory, Assessment, and Prioritization protocols. Barrier statuses will be categorized <br />accordingly as; 100%, 66%, 33%, and 0% passable according to WDFW’s metrics when sites are <br />possible to properly assess. <br />Deliverables <br /> Provide a list of data needs to the city prior to initiating field work. City staff may be able to gather <br />measure-downs and other data as need. <br /> Excel spreadsheets and field data forms with updated fish passage barrier statuses for desired <br />crossings according to WDFW fish barrier assessment protocols. <br /> Draft and Final Assessment Protocols Memorandum, including daily field logs, in MS Word and <br />PDF format. <br /> Field documentation forms needed for the City to provide WDFW for the Statewide Fish Passage <br />Inventory <br />Task 4 Task 4 Unauthorized Additional Services
