Description of Date(s): March 30, 2025 <br /> Violation and codes <br /> violated: (Notice(s) Notice of Violation and Order was issued March 30, 2025, with a <br /> of Violation and/or compliance date of June 23, 2025. <br /> other enforcement <br /> document(s) issued EMC Provision(s) Violated: <br /> are attached to this Inspection of the property revealed a structure was demolished <br /> Agreement) without the required permits resulting in a large portion of the upper- <br /> level parking lot to be without the required guardrail. <br /> • The demolition of the structure without the required permits is <br /> a violation of International Building Code (IBC) 105.1. The <br /> demolition of the structure resulted in the upper-level parking <br /> lot to be without the required guardrail. The lack of guardrail on <br /> the upper parking lot is a violation of International Property <br /> Maintenance Code (IPMC) 302.3, which has resulted in an <br /> unsafe structure as defined by IPMC 111.1.1, which reads: <br /> IBC 105.1, Required. <br /> Any owner or owner's authorized agent who intends to construct, <br /> enlarge, alter, repair, move, demolish or change the occupancy of a <br /> building or structure, or to erect, install, enlarge, alter, repair, remove, <br /> convert or replace any electrical, gas, mechanical or plumbing system, <br /> the installation of which is regulated by this code, or to cause any such <br /> work to be performed, shall first make application to the building <br /> official and obtain the required permit. <br /> IPMC 302.3 Sidewalks and driveways <br /> Sidewalks, walkways, stairs, driveways, parking spaces and similar <br /> areas shall be kept in a proper state of repair, and maintained free from <br /> hazardous conditions. <br /> IPMC 111.1.1 Unsafe structures <br /> An unsafe structure is one that is found to be dangerous to the life, <br /> health, property or safety of the public or the occupants of the structure <br /> by not providing minimum safeguards to protect or warn occupants in <br /> the event of fire, or because such structure contains unsafe equipment <br /> or is so damaged, decayed, dilapidated, structurally unsafe or of such <br /> faulty construction or unstable foundation, that partial or complete <br /> collapse is possible. <br /> Corrective Action(s) By: October 31, 2025 <br /> Required and • Submit complete permit applications to City of Everett Permit <br /> Page 2 of 7 <br />
