• ORDINANCE NO. An ordinance providing for the improvement of the alley between Virginia Avenue and Baker Avenue, from Sixteenth Street to the north line of Remington's First Addition to the city of Everett; and also said alley produced north in its platted direction to the center line of Fifteenth Street, by complete construction of sewer and all other appurtenances, and doing such other work as may be necessary in connection therewith, approving the plans and specifi- cations for such improvement, creating an assessment district, creating a local improvement district fund therefor, providing for the payment of said improvement by special assessments on property in said district payable by the mode of "Payment by Bonds". WHEREAS, A majority petition of the property-owners petit. tioning for said improvement has heretofore been filed with the commissioner of public works,and said'conmiss loner found the things set forth in said petition to be true, and WHEREAS, said commissioner of public works has filed with the city council all data and information in regard to said improve- ment as required by law, and WHEREAS, The commissioner of public works has recommended to the city council that such improvement petitioned for be made, and it appearing to the city council that public convenience and necessity requires said improvement to be made, NOW THEREFORE, THE CITY OF E'VERETT DOES ORDAIN: Section 1: That the alley between Virginia Avenue and Baker Avenue, from Sixteenth Street to the north line of Remington's First Addition to the city of Everett; and also said alley produced north in its platted direction to the center line of Fifteenth Street be improved by complete construction of sewer together with all necessary appurtenances according to plans and specifications prepared under the direction of the city engineer and on file in
