WPCF Headworks Replacement Project Scope of Work <br />40 <br /> <br />Septage receiving station: Evaluate location and configuration options for a new or upgraded <br />septage receiving station. Consider traffic access, security, odor control, flow equalization, and <br />compatibility with headworks processes. This work includes vendor outreach, coordination, and <br />proposal development. The findings from this analysis will be included in the main body of the <br />alternatives analysis report. The septage receiving station is assumed to be design for receiving <br />combined septage, chemical toilet waste, and include a vactor spoils receiving station. <br />Structural: See structural scope summarized in Task 310. This work includes a detailed evaluation of <br />structural systems, materials of construction, definition of the seismic design criteria, and the design <br />criteria to support the headworks process equipment. The findings from this analysis will be included <br />in the main body of the alternatives analysis report. <br />Bypass improvements: Identify and evaluate improvements to the existing influent piping to provide <br />permanent means for bypassing the existing 30-inch diameter influent lines. This work will consider <br />bypass location, hydraulic capacity, control mechanisms, constructability, and integration with the <br />new headworks. This work will be completed through a desktop review of existing record drawings <br />and determine whether further condition assessment work is warranted to inform design. The <br />findings from this analysis will be documented in the Appendix of the Alternatives Analysis Report <br />through inclusion of workshop notes and slides. Full concept development and detailed <br />documentation will be provided in the Basis of Design Report. See the assumptions section for <br />additional information. <br />Continuity of operations: Assess strategies to maintain uninterrupted operation of the existing <br />headworks during construction, commissioning, and startup of the new facility. This evaluation <br />includes temporary bypass systems, phased construction sequencing, and risk mitigation measures <br />for critical transitions. The findings from this analysis will be documented in the Appendix of the <br />Alternatives Analysis Report through inclusion of workshop notes and slides. Full concept <br />development and detailed documentation will be provided in the Basis of Design Report. <br />Delivery packages: Analyze the project delivery strategy to determine if pre-procurement of long-lead <br />equipment is necessary to meet the construction schedule. Evaluate the benefits and feasibility of <br />issuing early work packages, such as site preparation or utility relocation, to accelerate project <br />delivery. This evaluation will consider the findings from Task 404 to inform options for phased <br />construction. The findings from this analysis will be documented in the Appendix of the Alternatives <br />Analysis Report through inclusion of workshop notes and slides. Full concept development and <br />detailed documentation will be provided in the Basis of Design Report. <br />Site and traffic: Conduct a site layout and traffic flow analysis for the proposed headworks location, <br />including access for operations, maintenance, septage receiving, solids hauling, and emergency <br />vehicles. Consider impacts to existing plant circulation and opportunities for long-term site <br />optimization. The findings from this analysis will be documented in the Appendix of the Alternatives <br />Analysis Report through inclusion of workshop notes and slides. Full concept development and <br />detailed documentation will be provided in the Basis of Design Report. <br />Electrical and instrumentation and controls (I/C): Assess electrical and instrumentation and control <br />system alternatives, including power supply routing, electrical room location and sizing, network type, <br />control preferences, and integration with City standards. Address safety, redundancy, and peak <br />power demands during dual operation of existing and new headworks that may occur during process <br />commissioning. This work may include vendor outreach, coordination, and proposal development. <br />The findings from this analysis will be documented in the Appendix of the Alternatives Analysis <br />Report through inclusion of workshop notes and slides. Full concept development and detailed <br />documentation will be provided in the Basis of Design Report. <br />Architectural: Identify architectural design alternatives and project architectural standards, including <br />exterior and interior finishes, daylighting, and integration with existing site aesthetics.
