October 29, 2025 <br /> <br />4 <br /> <br />COUNCIL BILL 2510-57 <br /> <br /> SECOND READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “Cedar Hall & <br />Recreation Building Demolition,” Fund 342, Program 055, to accumulate all costs for the <br />project <br /> <br /> <br />BRIEFING: <br /> <br />COUNCIL BILL 2510-58 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE amending Chapter 10.16 of the Everett Municipal Code to add Exposing <br />a Minor Child to Domestic Violence <br />Presented by Grace Sinclair, City Attorney’s Office <br /> <br />Discussion ensued with Grace answering Council questions. <br /> <br /> <br />ACTION ITEMS: <br /> <br /> <br />2026-2030 Downtown Improvement District <br />Presented by Tyler Chism, Economic Development and Liz Stenning, <br />Downtown Everett Association <br /> <br />Discussion ensued Tyler and Liz answering council questions. <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Tuohy, to approve <br />Resolution No. 8232, setting a Public Hearing for November 19, 2025, to receive comments on <br />the City’s intent to renew and expand the Downtown Everett Business Improvement Area <br />(Downtown Improvement District) for 2026-2030, adjust the assessment formula, and update <br />the district boundaries to include both sides of Pacific and Everett Avenues. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Fosse who was <br />excused. <br /> <br />Motion carried.
