(Jacobs) has been providing technical support for the
Water Filtration Plant (WFP) high-rate filtration pilot study. During the pilot, Jacobs has
been assisting with data management and completion of the pilot test reports for
submission to DOH. The results of the pilot study will help to determine if, and when,
capital expenditures may be needed to expand WFP capacity.
During 2025 Phase 2 construction activities at WFP prevented operation of the facility
under its standard configuration. As a result, high-rate performance data representing
standard operating conditions could not be obtained during this timeframe. To ensure
the high-rate testing yields meaningful and representative results, testing was deferred
until substantial completion of Phase 2 construction.
Amendment No. 1 extends the term of the existing Professional Services Agreement
between the City and Jacobs to December 31, 2027.
Recommendation (exact action requested of Council):
Authorize the Mayor to sign Amendment No. 1 to the Professional Service Agreement
with Jacobs Engineering Group Inc. for the WFP High-Rate Filter Pilot Study to extend
the contract completion date.
