<br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Scope of Work <br /> <br />The Service Provider shall design and paint a series of Wintertide-themed window <br />murals in Downtown Everett as part of the City of Everett’s 2025 Wintertide program. <br />The purpose of this project is to celebrate Everett’s Wintertide season, develop and <br />promote Wintertide brand identity, promote downtown pride, and enhance the visitor <br />experience through creative, family-friendly artwork that reflects Everett’s local <br />character. <br /> <br />The City will provide a creative brief, approved list of mural locations, and <br />business/property owner contact information. <br /> <br />Murals will be designed using the Wintertide creative direction, which emphasizes <br />positive, Everett-centric imagery and color palettes inspired by the City’s seasonal <br />branding. The murals are not promotional signage for the businesses. <br /> <br />Deliverables <br />The Service Provider shall: <br />1. Design and paint up to 8–10 original Wintertide window murals on storefronts <br />within Everett. <br />2. Create artwork consistent with the provided creative brief, maintaining a cohesive <br />Wintertide theme across all murals. <br />3. Provide verbal concepts for review prior to painting. <br />4. Use professional-grade, removable glass paint suitable for outdoor display <br />through early January. <br />5. Coordinate directly with participating businesses to confirm access, painting <br />schedules, and window readiness. <br />6. Complete mural installation before November 28, 2025, weather permitting. <br />7. Perform light touch-ups if needed during the display period. <br />8. Remove or assist with mural removal between January 6–20, 2026, using safe <br />methods. <br />9. Provide clear photographs of each completed mural for City and DEA <br />documentation and promotion. <br /> <br />Compensation <br />• Total project fee: Not to exceed $3,250. <br />• Individual murals will range between $250–$325 each, depending on size and <br />complexity.
