This is being
funded through grants and community support to Fund 151, the “Fund for the Animals.” This will
not require a budget amendment.

Project summary statement:
This grant and donation-funded project entails the creation and implementation of a structured
animal behavior and training program to provide for the needs of animals in the care of the
Everett Animal Shelter. A large part of the project is aimed at enhancing the skills and knowledge
of volunteers and foster caregivers. The focus is on equipping participants to provide exemplary
care and implement positive reinforcement techniques to improve the welfare of shelter animals
and increase positive outcomes.
In 2025 the program enabled a significant increase in the number of dogs placed into foster care
and a decrease in behavioral euthanasia.
The original Professional Services Agreement was signed on April 30, 2025, and ends on
December 31, 2025. Amendment #1 will extend the services through December 31, 2026. The
scope of work has been updated to reflect new program goals for the upcoming year.

Recommendation (exact action requested of Council):
Authorize the Mayor to sign Bark Better LLC Behavior and Training Professional Services
Amendment #1.

City Council Agenda Item Cover Sheet
