This
agreement serves as the financial mechanism through which the City
compensates Everett Law Association for delivering these essential services.
In the City of Everett, individuals charged with misdemeanors and gross
misdemeanors are prosecuted in Everett Municipal Court. A significant portion of
these defendants are deemed “indigent” under state guidelines, meaning they
cannot afford legal representation. As a result, the City is obligated to provide
legal counsel at its own expense. This obligation is fulfilled through a contractual
relationship with Everett Law Association, ensuring that all qualifying defendants
receive the legal support they are entitled to.
Recommendation (exact action requested of Council):
To authorize the Mayor to sign the Agreement for Social Services between the
City of Everett and Everett Law Association for the calendar years 2026 and
2027, utilizing funds awarded through the Office of Public Defense (OPD) Grant
IAA26051.

City Council Agenda Item Cover Sheet
