That the said city of Averett acquire by purchase, condemnation, or otherwise, all lands, rights-of-way, watersy water rights, easements, franchises, privileges, and property, necessary or convenient, for the construction, operation, and maintenance of a diverting dam, and head works, at a point in the Sultan River on the southeast quarter of Section Thirty-two (32) , Township Twenty-nin (29) , Range .Eight (8) , .ast, wiilamette Meridian, in Snohomish County, and a pipe line of sufficient capacity, composed of wood stave pipe, wherever practicable, and of iron or steel wherever wood stave pipe is impracticable, from said point of diversion, and running thence in a southerly direc- tion following the contour of the westerly bank of the Sultan River canyon, to a settling basin to be located and constructed on the southeast quarter of Section five (5) , Township Twenty... eight (28) North, Range eight (8) , Aast; and to construct a suitable and sufficient pipe line from said settling basin composed of wood stave pipe wherever practicable, and of steel wherever wood stave pipe is impractiable, running from said settling basin in a southerly direction following the contour of the westerly bank of the Sultan River Canyon and across Sections five ( 5 ) , eight ( 8 ) , seventeen ( 17 ) ,and
