ORDINANCE NO. 1 " S An ordinance providing for the improvement of the alley between Highland Avenue and State t.Zata Street, from the center of Twentieth Street to the center of Nineteenth Street, in the city of r;verett, being the alley in Block 397 of The Saint Nicholas Addition to r:verett, by complete construction of sewer, manholes, tees, and all other necessary appurtenances , doing such other work as may be necessary in connection therewith, approving plans and specifications for such improvement, creating an assessment district, creating a local improvement district fund therefor, providing for the payment of said. improvement to be made by special assessments on property in said district payable by the mode of "Payment by Bonds". WHr;RAAS, a majority petition of the property-owners petit• ioning for said improvement has heretofore been filed with the com- missioner of public works, and ' said commissioner found the things as set forth in said petition to be true, and WHi]RAAS, said commissioner of public works has filed with - the city council all data and information in regard to said improve- ment as is required by law, and WHGRAAS, the commissioner of public works has recommended to the city council that such improvement petitioned for be made, and it appearing to the city council that public convenience and necess- ity requires said improvement to be made, NOW THARAFOR , THH CITY OF AVVRRTT DOSS ORDAIN: Section 1: That the alley between Highland Avenue and State Street from the center of Twentieth Street to the center of Nineteen- th Street, in the cit; of Averett, and being the alley in Block 397 of The saint Nicholas Addition to Everett, be improved by complete construction of a sewer, together with manholes, tees, and all other necessary appurtenances, according to plans and specifications
