City of Everett 01 12 16 - 8 <br />Port Gardner Storage Facility - Facility Construction Package WO# UP-3525 <br /> <br /> <br />01 12 16 - 8 WORK SEQUENCE <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />13. West Marine View Drive Conveyance Project (WMVD): <br />a. This Storage Facility Construction Package includes installation of capped <br />mains that terminate near the project boundary along Lower Norton Avenue on <br />the eastern boundary of the project site. The ends of these pipes will connect <br />with newly installed conveyance lines constructed under a separate contract - <br />the West Marine View Drive Conveyance project, Construction Package 2 <br />(WMVD). The Contractor shall coordinate with the Owner and WMVD <br />contractor to avoid potential conflicts with construction along Lower Norton <br />Avenue, share use of the staging areas, and ensure access to both the PGSF <br />and WMVD project sites. <br />b. Schedule: <br />1) As identified on drawings C-10-1303 and C-10-1304, Contractor shall <br />complete and provide access to the pipe connection points for the WMVD <br />project Contractor no later than August 1st, 2026. Following installation of <br />the connection points included in the PGSF design package, the PGSF <br />Contractor shall pause work in this area to accommodate construction of <br />the WMVD Construction Package 2 pipelines that will join to these <br />connection points. The exact extent of the pause work area and the <br />necessary sequencing during this pause work period shall be coordinated <br />with the Owner and Owner’s Representative. <br />2) The WMVD Contractor shall complete the pipe connections and all <br />contract scope of work east of the PGSF site boundary no later than <br />December 31, 2026. Following completion of the WMVD work, the PGSF <br />Contractor shall complete the outstanding work along the eastern project <br />boundary that was paused to accommodate WMVD Construction <br />Package 2. This outstanding work may include items such as pavement, <br />lighting, and fencing. <br />c. Access: <br />1) A high-level construction scope of work for the WMVD project is depicted <br />on Exhibits A-4 attached to this specification section. The Exhibits <br />indicate an estimated construction timelines for the WMVD Construction <br />Package 1 and Construction Package 2. The actual construction timelines <br />and sequencing will be determined by the WMVD contractors after the <br />project award. <br />2) As indicated on the Exhibit A-4.4, installation of the WMVD pipelines <br />through off-ramp / Lower Norton Ave. will impact access to the PGSF <br />Facility site and will require an alternate traffic routing. The actual timeline <br />and durations of these traffic impacts shall be coordinated with the Owner <br />and Owner’s Representative. <br />3) The Owner is in a process of negotiating an alternate shared northbound <br />access through the Port Terminal property that may be available to the <br />PGSF and WMVD Contractors. <br />d. If construction sequencing and staging between the two packages overlap, the <br />Owner may allow the PGSF Facility Package contractor to leave connection <br />point excavation and trenches open at connection points without requirement <br />for backfill. However, Contractor’s bid shall include full backfill and restoration <br />at these connection points.
