November 19, 2025 <br /> <br />10 <br /> <br />AN ORDINANCE approving the appropriations of the 2025 revised City of Everett Budget <br />and amending Ordinance No. 4112-25 <br /> Presented by Lori Cummings, Administration and Mike Bailey, Finance <br /> <br /> <br />Discussion ensued with Lori, Mike, and Bob Leonard answering Council questions. Additional <br />information will be provided regarding retirement contributions. <br /> <br /> <br />ACTION ITEMS: <br /> <br />COUNCIL BILL 2510-62 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE relating to Business and Occupation Tax, adopting the new revisions to <br />the Model B&O Tax Ordinance incorporating SB 5814 changes relating to retail sales and <br />amending EMC 3.24.030 <br /> <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Bader, that this is declared to <br />be the third and final reading of Council Bill 2510-62. <br /> <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br /> AYES: Fosse, Rhyne, Schwab, Vogeli, Zarlingo, Bader, Tuohy <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance 4127-25 adopted. <br /> <br /> <br />EXECUTIVE SESSION: <br /> <br />The City Council recessed for an executive session at 8:00 p.m., began the executive session at <br />8:02 p.m. The executive session ended at 8:17 p.m. and Council reconvened at 8:17p.m. <br /> <br />DECLARATORY JUDGEMENT - FLOCK CAMERA IMAGES <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Tuohy, to authorize the City <br />to file a declaratory judgement action regarding disclosing Flock camera images.
