The <br />programmed available funding for design and construction is $2,333,000. <br /> <br />Project summary statement: <br />The project will install a new water main to replace and upsize the existing water main <br />across the Snohomish River Bridge, which has a high consequence of failure, is difficult <br />for our crews to access for repair and recently prone to breaks. The upgrade of the <br />water main will ensure reliability of water service for existing customers and future <br />development, and that adequate fire flow, per the 2020 Comprehensive Water Plan, is <br />provided. <br />Bid opening for the Water Main Replacement “Y”, Phase 2 project was held on <br />November 18, 2025. Five bids were received. The lowest responsive and responsible <br />bidder was Interwest Construction Inc. with a bid of $2,020,202.02. The Engineer’s <br />estimate was $2,266,747.95. City staff recommends awarding the construction contract <br />to Interwest Construction Inc. <br /> <br />Recommendation (exact action requested of Council): <br />Award the Construction Contract for the Water Main Replacement “Y”, Phase 2 project <br />to Interwest Construction, Inc. in the amount of $2,020,202.02. <br />
