ORDINANCE NO. _________________ <br />An ORDINANCE Relating to the Downtown Business Improvement Area (BIA), extending the term, <br />modifying the boundaries and special assessment levy, and approving a fire year budget, AMENDING <br />Ordinance No. 3582-17, as amended. <br />WHEREAS, <br />A.The City Council adopted Resolution No. 8232 on October 29, 2025, declaring its intent to <br />extend the Downtown Everett Business Improvement Area (BIA) for five years, modify the <br />special assessment levy and BIA boundaries, and approve a five-year budget, pursuant to <br />Chapter 35.87A RCW; and <br />B.As provided in Resolution No. 8232, the City Council held a public hearing on November 19, <br />2025, in the Everett City Hall Council Chambers, concerning the extension of the term of the <br />Downtown Everett BIA, expansion of the area, and the imposition of special assessments on <br />property (and property owners) within such BIA, prior to the adoption of this Ordinance <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. Section 2 of Ordinance 3582-17, as previously amended by Section 1 of Ordinance 3783- <br />20, is hereby further amended with strikeouts deleted and underlining added. <br />District Established. <br />As authorized by Chapter 35.87A RCW, there is hereby established a Downtown Everett <br />Business Improvement Area (BIA) within the following described boundaries (when a street or <br />alley is named, the District boundary is the center line of the right-of-way unless otherwise <br />stated): <br />Attachment A to Ordinance ____________. This Attachment A includes the entire BIA <br />as established under Ordinance 3582-17 and as expanded under Ordinance 3783-20 and <br />Ordinance _________. <br />Beginning at the intersection of the centerline of Everett Avenue and the centerline of <br />Broadway Avenue; thence southerly, along the centerline of Broadway Avenue to intersect the <br />centerline of Pacific Avenue; thence westerly, along the centerline of Pacific Avenue to intersect <br />the centerline of West Marine View Drive (formerly known as Norton Avenue); thence northerly, <br />along the centerline of West Marine View Drive to intersect the centerline of Everett Avenue; <br />thence easterly, along the centerline of Everett Avenue to intersect the southerly projected <br />4129-25
