UP 3814 <br />NOTICE TO CONTRACTORS <br />ADVERTISEMENT FOR BIDS <br />Notice is hereby given that sealed bids/proposals for the Water Main Replacement “Y” – Phase 2 will be <br />received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, <br />until 2:00 p.m. on Tuesday, November 18, 2025. At this appointed time, all bids/proposals will be <br />opened and read aloud publicly via live streaming, or bidders may attend the bid opening in person at <br />2930 Wetmore Ave, Suite 9E, Everett, WA 98201. The link to view the live streaming bid opening can <br />be found at: https://everettwa.gov/319/Procurement. <br />The engineer’s estimate for this project is $2,267,000. <br />The project includes, but is not limited to, furnishing all labor, materials and equipment necessary to <br />construct approximately 1,020 linear feet of 12-inch ductile iron watermain and appurtenances, <br />including relocation of an existing PRV station, site restoration, installation of water main in 18-inch <br />casing on the existing I-5 bridge structure over the Snohomish River and BNSF Railroad, and removal <br />and disposal of the existing 8-inch waterline on the I-5 bridge, and performing all other work as required <br />by the contract. <br />Free-of-charge access to project bidding documents (plans, specifications, addenda, bidders list, and <br />other documents, if any) is provided to bidders, subcontractors, and vendors at www.bxwa.com by <br />clicking on “Posted Projects,” “Public Works,” and “City of Everett.” This online plan room provides <br />bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan <br />sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended <br />that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place <br />themselves on the “Self-Registered Bidders List.” Bidders that do not register will not be automatically <br />notified of addenda and will need to periodically check the on-line plan room for addenda issued on this <br />project. Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance <br />with access or registration. <br />All bids/proposals must be made upon the City forms provided in the bidding documents and must be <br />accompanied by a bid bond or certified check or cashier’s check in an amount not less than five percent <br />(5%) of the total amount of the bid/proposal, all in accordance with the bidding documents. A one <br />hundred percent (100%) performance bond (and a one hundred percent (100%) payment bond, as may <br />be required in the bidding documents), on form(s) provided by the City, will be required of the successful <br />bidder to guarantee faithful performance of the Contract. <br />The City reserves the right to reject any and all bids/proposals and to waive any irregularities or <br />informalities. Except as may be provided in the bidding documents, no bidder may withdraw its <br />bid/proposal after the hour set for the opening thereof. <br />The City further reserves the right to make the award as deemed in the best interest of the City. The <br />right is reserved by the City to postpone the award for a period of 45 days after bid opening.
