CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 5 – SURF TREATMTS & PVMTS October 2025 <br />Work Order No. UP 3814 SP-161 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />5-04.2(2)B Using Warm Mix Asphalt Process <br />The Contractor may elect to use additives that reduce the optimum mixing <br />temperature or serve as a compaction aid for producing HMA. Additives include <br />organic additives, chemical additives, and foaming processes. The use of Additives <br />is subject to the following: <br />a. Do not use additives that reduce the mixing temperature more than allowed <br />in Section 5-04.3(6) in the production of mixtures. <br />b. Before using additives, obtain the Engineer’s approval using WSDOT Form <br />350-076 to describe the proposed additive and process. <br />5-04.3 Construction Requirements <br />5-04.3(1) Weather Limitations <br />Do not place HMA for wearing course on any Traveled Way beginning October 1st <br />through March 31st of the following year without written concurrence from the Engineer. <br />Do not place HMA on any wet surface, or when the average surface temperatures are <br />less than those specified in Table 1, or when weather conditions otherwise prevent the <br />proper handling or finishing of the HMA. <br />Table 1 – Minimum Surface Temperature for Paving <br />Compacted Thickness (Feet) Wearing Course Other Courses <br />Less than 0.10 55°F 45°F <br />0.10 to .20 45°F 35°F <br />More than 0.20 35°F 35°F <br /> <br />5-04.3(2) Paving Under Traffic <br />Apply the requirements of this Section when the Roadway being paved is open to traffic. <br />Keep intersections open to traffic at all times, except; when paving the intersection or <br />paving across the intersection. During such time, and provided that there has been an <br />advance warning to the public, the intersection may be closed for the minimum time <br />required to place and compact the mixture. In hot weather, the Engineer may require the <br />application of water to the pavement to accelerate the finish rolling of the pavement and <br />to shorten the time required before reopening to traffic. <br />Before closing an intersection, place advance warning signs and signs marking the <br />detour or alternate route. <br />During paving operations, maintain temporary pavement markings throughout the <br />project. Install temporary pavement markings on the Roadway prior to opening to traffic. <br />Provide temporary pavement markings in accordance with Section 8-23. <br />Include all costs in connection with performing the Work in accordance with these <br />requirements, except the cost of temporary pavement markings, in the unit Contract <br />prices for the various Bid items involved in the Contract. <br />5-04.3(3) Equipment <br />5-04.3(3)A Mixing Plant <br />Provide plants used for the preparation of HMA conforming to the following <br />requirements: <br />1. Equipment for Preparation of Asphalt Binder – Equip tanks for the storage <br />of asphalt binder to heat and hold the material at the required temperatures. <br />Accomplish the heating by steam coils, electricity, or other approved means so
