CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 5 – SURF TREATMTS & PVMTS October 2025 <br />Work Order No. UP 3814 SP-169 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Collectively evaluate all test results obtained from the acceptance samples <br />from a given lot. If the Contractor requests a change to the JMF that is <br />approved, the material produced after the change will be evaluated on the basis <br />of the new JMF for the remaining sublots in the current lot and for acceptance <br />of subsequent lots. For a lot in progress with a CPF less than 0.75, a new lot <br />will begin at the Contractor’s request after the Engineer is satisfied that material <br />conforming to the Specifications can be produced. <br />Perform sampling and testing for evaluation on the frequency of one sample <br />per sublot. <br />5-04.3(9)C2 Mixture Nonstatistical Evaluation Sampling <br />Obtain samples for acceptance testing when ordered by the Engineer. Sample <br />the HMA mixture in the presence of the Engineer and in accordance with AASH- <br />TO T 168. Take a minimum of three samples for each class of HMA placed on <br />a project. If used in a structural application, test at least one of the three <br />samples taken. <br />Sampling and testing HMA in a Structural application where quantities are less <br />than 400 tons is at the Engineer’s discretion. <br />For HMA used in a structural application and with a total project quantity less <br />than 800 tons but more than 400 tons, preform a minimum of one acceptance <br />test. In all cases, obtain a minimum of three samples at the point of acceptance. <br />Test a minimum of one of the three samples for conformance to the JMF: <br />If the test results are found to be within specification requirements, additional testing will be at the <br />Engineer’s discretion. <br />5-04.3(9)C3 Mixture Nonstatistical Evaluation – Acceptance Testing <br />Testing of HMA for compliance of Va will be the City’s option. If tested, <br />compliance of Va will use WSDOT SOP 731. <br />Testing for compliance of asphalt binder content will be by WSDOT FOP for <br />AASHTO T 308. <br />Testing for compliance of gradation will be by FOP for WAQTC T 27/T 11. <br />5-04.3(10) HMA Compaction Acceptance <br />Compact HMA mixture accepted by nonstatistical evaluation being used in traffic lanes; <br />including lanes for intersections, ramps, truck climbing, weaving, and speed change, <br />and having a specified compacted course thickness greater than 0.10-foot, to a specified <br />level of relative density. The specified level of relative density shall be a Composite Pay <br />Factor (CPF) of not less than 0.75 when evaluated in accordance with Section 1-06.2, <br />using an LSL of 92.0 (minimum of 92 percent of the maximum density). Use WSDOT <br />FOP for AASHTO T 729 to determine maximum density. The specified level of density <br />attained will be determined by the evaluation of the density of the pavement. Use <br />WSDOT FOP for WAQTC TM 8 to determine the density of the pavement; except, <br />Engineer will have discretion regarding gauge correlation using the nuclear density <br />gauge and WSDOT SOP 736 when using cores to determine density. <br />Tests for the determination of the pavement density will be taken in accordance with the <br />required procedures for measurement by a nuclear density gauge or roadway cores after <br />completion of the finish rolling. <br />If the City uses a nuclear density gauge to determine density, the City will use the test <br />procedures FOP for WAQTC TM 8 and WSDOT SOP T 729 on the day the mix is placed <br />and prior to opening to traffic.
