• . <br /> between the two layers , and any such double floor shall be construct <br /> ed throughout of tongued and grooved lumber, and the wire netting <br /> above specified shall be extended upon the walls not less than <br /> eighteen (la) inches; provided, that if there is no dead space <br /> between the wooden floor- and the concrete layer, such flooring <br /> may consist of a single layer. <br /> Section 3: No permit shall be granted by the building <br /> inspector for the re-construction, alteration or repair of any <br /> building or structure unless provisions shall be made in the plans <br /> therefor for the proper rat-proofing of such building or struct.. <br /> ure in substantial compliance with the provisions of this ordinance <br /> as set forth in Section 2 hereof, when, in the judgment of the <br /> building inspector it is practicable, desirable of necessary that <br /> such rat-proofing be done, but in no event shall such r;e-construc- <br /> tion, repair or alteration be permitted without full compliance <br /> with all the provisions of this ordinance where the cost and <br /> expense of such re-construction, alteration or repair shall, in <br /> the opinion of the building inspector equal or exceed forty (40) per <br /> cent of the value of the structure sought to be re-constructed, <br /> altered or repaired. <br /> Section 4: All ordinances or parts thereof, in so far as <br /> they may be in conflict herewith,are repealed. <br /> Section 5: Any person found guilty of a violation of the <br /> provisions of this ordinance shall be deemed guilty of a misdemean- <br /> or, and on conviction fined in any sum not exceeding one hundred <br /> (4100) dollars , or imprisoned in the city jail for a term not ex- <br /> ceeding thirty (30) days , or may be both fined and imprisoned. <br /> Section 6: An emergency is declared to exist, and this <br /> ordinance shall take effect from and after its passage and publica- <br /> tion. <br /> Passed AR 1 1 ! 5 yor. _ <br /> Attest <br /> C ty er. . <br /> Published MAR 1 1915 <br />
