Surfacing. <br /> 1. All parking areas shall consist of durable surface materials approved <br /> by the planning director and city engineer. Depending upon site and soil <br /> conditions, low impact development(LiD)storm water management <br /> facilities are encouraged, and may be required by the city's storm water <br /> management manual. <br /> *** <br /> EMC 19.41.020 Enforcement, violation and penalties. <br /> A. Enforcement. Enforcement of the provisions of this title and of any <br /> permits or approvals issued pursuant thereto shall be performed in <br /> accordance with the procedures established in this title and <br /> Chapter 1.20 EMC. <br /> B. Violation.
