Exhibit A (Scope of Work) <br />SCOPE OF WORK <br />Downtown Parking Occupancy Study & Financial Analysis <br /> <br />The City of Everett plans to conduct a study to measure parking demand in the downtown area and <br />forecast the impacts of a potential transition from free to paid on-street parking. The City of Everett is <br />interested in the cost of initiating a pay-to-park program (e.g., equipment, operations, and ongoing <br />maintenance) as well as understanding the demand dynamic of parking on typical operating days across <br />the downtown and the demand and revenue “delta” of operating days when an event (e.g., hockey) is <br />occurring. <br /> <br />The following context outlines the study framework as discussed during a meeting with City staff on <br />December 4, 2025. <br /> <br />Study Area <br />The draft study area is illustrated below. It is anticipated that these initial boundaries may be refined per <br />City of Everett input prior to project initiation. <br /> <br /> Exhibit 1: Proposed study area outlined in red superimposed over 2019 downtown parking study area <br /> <br />
