December 17, 2025 <br /> <br />2 <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council received 10 written comments and the following members of the public spoke: Brenda <br />Bolanos-Ivory, Laura Reed, Jane Pak, Jill-Marie Costello, Jen Chong Jewell, Paul Galovin, Craig <br />Skotdal, Scott Hulme, William Parent, Cory Armstrong-Hoss, John Lehman, and Angela DiFilippo. <br /> <br /> <br />COUNCIL <br /> <br />President Schwab expressed thanks and presented Council Members Fosse and Vogeli with <br />plaques for their commitment and service to the City. He also thanked Chief DeRousse for his <br />time at the City. <br /> <br />Council Member Vogeli expressed her gratitude for her time served on the City Council and <br />provided highlights from her time on City Council. <br /> <br />Council Member Fosse reminisced about her time on the City Council and thanked Mayor <br />Franklin, her fellow council members, staff and members of the public. <br /> <br />Council Member Rhyne thanked members of the public who spoke. She commented on her <br />attendance at the Everett Station District Alliance meeting. She congratulated the Everett <br />Silvertips on their recent win. She also reminded the public about the Wintertide events. Council <br />Member thanked Chief DeRousse for his service to the City and expressed thanks and <br />appreciation for Council Members Fosse and Vogeli. <br /> <br />Vice President Zarlingo thanked Council Member Fosse and Vogeli for their service to the City. <br />He also thanked Chief DeRousse. He also commented on his attendance at the City’s Blood Drive. <br />He also commented on his attendance at the ribbon cutting at The Net Shed, the new restaurant <br />at the Port. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson thanked Council Members Fosse and Vogeli on <br />behalf of the staff. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David Hall requested a 20-minute executive session to discuss a matter pursuant <br />to RCW 42.30.110(1)(b) and RCW 42.30.110(1)(i)(3), with no Council action to follow.
