December 17, 2025 <br /> <br />9 <br /> <br /> <br />AN ORDINANCE relating to due dates for utility billing, amending EMC 14.04.160, <br />14.16.650, 14.16.660 and 14.16.700 <br /> <br />Jennifer Gregerson provided an update on the proposed ordinance. <br /> <br />Moved by Council Member Fosse, seconded by Council Member Vogeli, that this is declared to <br />be the third and final reading of Council Bill 2512-87. <br /> <br />Discussion ensued with Council comments and Ryan Sass, Public Works, Jennifer, and David Hall <br />answering Council questions. <br /> <br />Moved by Council Member Fosse, seconded by Council Member Rhyne, to amend Section 1, <br />striking “twenty-eight” and changing it back to “twentieth,” and after “monthly billing,” <br />include “ten days thereafter shall become delinquent.” In Section 2, striking “twenty-eight” <br />and changing it back to “twentieth,” and strike “if not paid,” and add, “ten days thereafter shall <br />become delinquent.” <br /> <br />Discussion ensued regarding the proposed amendment. <br /> <br /> <br />Roll was called with all council members voting yes except Council Member Tuohy, who was <br />excused. <br /> <br />Motion carried. <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, to make the <br />ordinance effective date 90-days after the meeting. <br /> <br /> <br />Roll was called with all council members voting yes except Council Member Tuohy, who was <br />excused. <br /> <br />Motion carried. <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance, as amended. <br /> <br /> AYES: Fosse, Rhyne, Schwab, Vogeli, Zarlingo, Bader <br /> NAYES: None <br /> ABSENT: Tuohy <br /> <br /> Ordinance 4152-25 adopted.
