A written record <br />3 shall be made and maintained identifying the time and place of these <br />4 meetings, persons attending, subject matter discussed, and disposition of <br />5 the subject matter. <br />6 <br />7 h. Disseminate the Contractor’s EEO policy externally by including it in any <br />8 advertising in the news media, specifically including minority and female <br />9 news media, and providing written notification to and discussing the <br />10 Contractor’s EEO policy with other Contractors and Subcontractors with <br />11 whom the Contractor does or anticipates doing business. <br />12 <br />13 i. Direct its recruitment efforts, both oral and written, to minority, female and <br />14 community organizations, to schools with minority and female students and <br />15 to minority and female recruitment and training organizations serving the <br />16 Contractor’s recruitment area and employment needs. Not later than one <br />17 month prior to the date for the acceptance of applications for apprenticeship <br />18 or other training by any recruitment source, the Contractor shall send written <br />19 notification to organizations such as the above, describing the openings, <br />20 screening procedures, and tests to be used in the selection process. <br />21 <br />22 j. Encourage present minority and female employees to recruit other minority <br />23 persons and women and where reasonable, provide after school, summer <br />24 and vacation employment to minority and female youth both on the site and <br />25 in other areas of a Contractor’s work force. <br />26 <br />27 k. Validate all tests and other selection requirements where there is an <br />28 obligation to do so under 41 CFR Part 60-3. <br />29 <br />30 l. Conduct, at least annually, an inventory and evaluation of all minority and <br />31 female personnel for promotional opportunities and encourage these <br />32 employees to seek or to prepare for, through appropriate training, etc., such <br />33 opportunities. <br />34 <br />35 m. Ensure that seniority practices, job classifications, work assignments and <br />36 other personnel practices, do not have a discriminatory effect by continually <br />37 monitoring all personnel and employment related activities to ensure that the <br />38 EEO policy and the Contractor’s obligations under these specifications are <br />39 being carried out. <br />40 <br />41 n. Ensure that all facilities and company activities are nonsegregated except <br />42 that separate or single-user toilet and necessary changing facilities shall be <br />43 provided to assure privacy between the sexes. <br />44 <br />45 o. Document and maintain a record of all solicitations of offers for subcontracts <br />46 from minority and female construction contractors and suppliers, including <br />47 circulation of solicitations to minority and female contractor associations and <br />48 other business associations. <br />49 <br />50 p. Conduct a review, at least annually, of all supervisors’ adherence to and <br />51 performance under the Contractor’s EEO policies and affirmative action <br />52 obligations.
