RRFB PEDESTRIAN SAFETY October 31, 2025 <br />STATE FUND # HLP-PB25(004) <br />WO 3807 <br />Page 30 of 82 <br />1 Non-Discrimination <br />2 Contractors shall not create barriers to open and fair opportunities for all businesses, <br />3 including MSVWBEs, to participate in the Work on this Contract. This includes the <br />4 opportunity to compete for subcontracts as sources of supplies, equipment, <br />5 construction or services. <br />6 <br />7 The Contractor shall make Voluntary MSVWBE Participation a part of all subcontracts <br />8 and agreements entered into as a result of this Contract. <br />9 <br />10 Voluntary MSVWBE Participation Goals <br />11 Goals for voluntary MSVWBE participation have been established as a percentage of <br />12 Contractors total Bid amount. <br />13 <br />14 The Contracting Agency has established the following voluntary goals: <br />15 <br />16 Minority 10% <br />17 Small 5% <br />18 Veteran 5% <br />19 Women 6% <br />20 <br />21 Amounts paid to an MSVWBE will be credited to every voluntary goal in which they <br />22 are eligible. In other words participation may be credited for participation in more than <br />23 one category. If the Contractor is a MSVWBE their Work will be credited to the <br />24 voluntary goals in which they are eligible. <br />25 <br />26 Definitions <br />27 Minority Business Enterprise (MBE) A minority owned business meeting the <br />28 requirements of RCW 39.19 and WAC 326-20 and certified by the Washington <br />29 State Office of Minority & Womens Business Enterprises. <br />30 <br />31 Small Business A business meeting the Washington State requirements for a <br />32 Small business, Minibusiness or Microbusiness as defined in RCW 39.26.010 <br />33 and included on the WSDOT Office of Equal Opportunity list of Small Businesses <br />34 at http://www.wsdot.wa.gov/equalopportunity/bddirectory.htm <br />35 <br />36 Veteran Business A veteran owned business meeting the requirements of <br />37 RCW 43.60A.010 and included on the WSDOT Office of Equal Opportunity list of <br />38 Veteran Businesses at <br />39 http://www.wsdot.wa.gov/equalopportunity/bddirectory.htm <br />40 <br />41 Women Business Enterprise (WBE) A women owned business meeting the <br />42 requirements of RCW 39.19 and WAC 326-20 and certified by the Washington <br />43 State Office of Minority & Womens Business Enterprises. <br />44 <br />45 MSVWBE Inclusion Plan <br />46 A MSVWBE Inclusion Plan shall be submitted to the Engineer prior to the start of <br />47 Work on the project. The plan is submitted for the Contracting Agencys information. <br />48 Approval of the plan is not required; an incomplete plan will be returned for correction <br />49 and resubmittal. The plan shall include the information identified in the guidelines at <br />50 http://www.wsdot.wa.gov/EqualOpportunity/MSVWBE.htm. <br />51
