A holiday weekend; holidays that occur on Friday, Saturday, Sunday or <br />2 Monday are considered a holiday weekend. A holiday weekend includes <br />3 Saturday, Sunday, and the holiday. <br />4 <br />5 3. After *** 2:30 P.M. *** on the day prior to a holiday or holiday weekend. <br />6 <br />7 4. Before *** 7:00 A.M. *** on the day after the holiday or holiday weekend. <br />8 <br />9 5. The two-hour period prior to and the two-hour period after the following <br />10 special events: <br />11 <br />12 *** Baseball tournaments at Phil Johnson Ballfield. Contact Everett Parks <br />13 (Jeremy Oshie, joshie@everettwa.gov) for tournament schedule. <br />14 *** <br />15 It shall be the Contractors responsibility to obtain the dates and times of all <br />16 events. <br />17 <br />18 Traffic Delays <br />19 When AFADs or flaggers are used to control traffic, traffic shall not be stopped for <br />20 more than *** 20 *** minutes at any time. All traffic congestion shall be allowed to clear <br />21 before traffic is delayed again. <br />22 <br />23 If the delay becomes greater than *** 20 *** minutes, the Contractor shall immediately <br />24 begin to take action to cease the operations that are causing the delays. If the *** 20 <br />25 *** minute delay limit has been exceeded, as determined by the Engineer, the <br />26 Contractor shall provide to the Engineer, a written proposal to revise his work <br />27 operations to meet the *** 20 *** minute limit. This proposal shall be accepted by the <br />28 Engineer prior to resuming any work requiring traffic control. <br />29 <br />30 There shall be no delay to medical, fire, or other emergency vehicles. The Contractor <br />31 shall alert all flaggers and personnel of this requirement. <br />32 <br />33 General Restrictions <br />34 Construction vehicles using a closed traffic lane shall travel only in the normal <br />35 direction of traffic flow unless expressly allowed in an accepted traffic control plan. <br />36 Construction vehicles shall be equipped with flashing or rotating amber lights. <br />37 <br />38 No two consecutive on-ramps, off-ramps, or intersections shall be closed at the same <br />39 time and only one ramp at an interchange shall be closed, unless specifically shown <br />40 in the Plans. <br />41 <br />42 Roads or ramps that are designated as part of a detour shall not be closed or restricted <br />43 during the implementation of that detour, unless specifically shown in the Plans. <br />44 <br />45 Controlled Access <br />46 No special access or egress shall be allowed by the Contractor other than normal <br />47 legal movements or as shown in the Plans. <br />48 <br />49 Contractors vehicles of 10,000 GVW or greater shall not exit or enter a lane open to <br />50 public traffic except as follows: <br />51
