<br />NOTICE TO CONTRACTORS
<br />
<br />Notice is hereby given that sealed bids/proposals for the * RRFB Pedestrian Improvements* will
<br />be received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, Everett, WA,
<br />98201, until 2:00 p.m. on Tuesday, December 02,2025. At this appointed time, all bids/proposals
<br />will be opened and read aloud publicly via live streaming, or bidders may attend the bid opening
<br />in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. The link to view the live streaming
<br />bid opening can be found at: https://everettwa.gov/319/Procurement.
<br />The engineer’s estimate for this project is $__833,151_, not including sales tax.
<br />The project includes, is not limited to, Work being performed includes, but is not limited to, furnishing
<br />all labor, materials and equipment necessary to construct new pedestrian access facilities and associated
<br />appurtenances at Sievers Duecy, Summit at E Marine View Drive, and at 10th & Marine View Drive Includes
<br />a new crosswalk on Sievers Duecy at Phil Johnson Ballfields with three Rectangular Rapid Flashing
<br />Beacons, a raised-median refuge island with pedestrian cut-through, and ADA ramps. At Summit/East
<br />Marine View Drive adjacent to the Jackson Ballfields a new pedestrian activated traffic signal will be
<br />installed, and at 10th/East Marine View Drive three Rectangular Rapid Flashing Beacons will be added to
<br />the existing crossing adjacent to a senior housing development , and performing all other work as
<br />required by the contract.
<br />Free-of-charge access to project bidding documents (plans, specifications, addenda, bidders list,
<br />and other documents, if any) is provided to bidders, subcontractors, and vendors at
<br />www.bxwa.com by clicking on "Posted Projects", "Public Works", and "City of Everett". This
<br />online plan room provides bidders with fully usable online documents with the ability to:
<br />download, view, print, order full/partial plan sets from numerous reprographic sources, and a
<br />free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive
<br />automatic e-mail notification of future addenda and to place themselves on the “Self-Registered
<br />Bidders List". Bidders that do not register will not be automatically notified of addenda and will
<br />need to periodically check the on-line plan room for addenda issued on this project. Contact
<br />Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or
<br />registration.
<br />All bids/proposals must be made upon the City forms provided in the bidding documents and
<br />must be accompanied by a bid bond or certified check or cashier’s check in an amount not less
<br />than five percent (5%) of the total amount of the bid/proposal, all in accordance with the bidding
<br />documents. A one hundred percent (100%) performance bond (and a one hundred percent
<br />(100%) payment bond, as may be required in the bidding documents), on form(s) provided by
<br />the City, will be required of the successful bidder to guarantee faithful performance of the
<br />Contract.
<br />The City reserves the right to reject any and all bids/proposals and to waive any irregularities or
<br />informalities. Except as may be provided in the bidding documents, no bidder may withdraw its
<br />Bid after the hour set for the opening thereof.
<br />The bidder must submit a Bidders Questionnaire (WSDOT form 272-022), if applicable, with the
<br />bid/proposal as required Special Provisions Section 1-02.6. Failure to do this may result in bid
<br />rejection under Special Provisions Section 1-02.13.
<br />The City further reserves the right to make the award as deemed in the best interest of the City.
<br />The right is reserved by the City to postpone the award for a period of 45 days after bid opening.
