RRFB PEDESTRIAN SAFETY October 31, 2025 <br />STATE FUND # HLP-PB25(004) <br />WO 3807 <br />Page 62 of 82 <br />1 A) Risers on PUD Poles or City owned poles: If the PUD does not install <br />2 a pedestal at the base of the service pole, the Contractor shall be <br />3 responsible to install conduit risers on PUD or City owned poles as <br />4 necessary for electrical service connections. Conduit risers shall be <br />5 constructed in accordance with Everett Standard Plan No. 822. The <br />6 bottom 10 of the riser shall be galvanized steel or Schedule 80 PVC <br />7 and the remaining portion shall be Schedule 40 PVC or Schedule 80 <br />8 PVC. The riser shall be installed on a standoff with 4 minimum <br />9 clearance between the conduit and the pole. A weather head is <br />10 required and shall be located 8 below the secondary power lines. In <br />11 general, the Contractor will be responsible for trenching to within 6 of <br />12 the PUD installed pedestal at the base of the service pole. <br />13 <br />14 B) Service Connections: The Contractor shall obtain a City of Everett <br />15 Electrical Permit from the Contracting Agency at no cost. Coordinate <br />16 with the Engineer a minimum of 30 days prior to connection for all <br />17 Electrical Permits. When the service is ready to be hooked up, the <br />18 Contractor shall contact the Engineer to request an electrical <br />19 inspection. After the service has been approved for hook up, the City <br />20 shall contact the Snohomish County PUD and they will make the <br />21 service connections to the power supply at a cost to be paid by the <br />22 City. The Contractor shall notify the PUD of the work schedule as soon <br />23 as possible so their work can be coordinated with the Contractors <br />24 work. <br />25 <br />26 KEL 8-20.3(11) TESTING.RTF <br />27 8-20.3(11) Testing <br />28 Section 8-20.3(11) is supplemented with the following: <br />29 <br />30 Traffic Signal Turn-on <br />31 A traffic signal turn-on shall be defined as any change in phasing or operation of a <br />32 traffic signal, including but not limited to signal cutovers, signal controller change-outs, <br />33 flashing yellow arrow installations, or any other modification that requires a signal to <br />34 be put into flashing operation to complete. <br />35 <br />36 Prior to a Traffic Signal Turn-on event, the contractor shall conduct a Pre Turn-on <br />37 coordination meeting with the following Contracting Agency personnel included as <br />38 invited attendees: <br />39 <br />40 Construction Engineer <br />41 Signal Operations Engineer <br />42 Signal Maintenance Technician <br />43 <br />44 The Contractor shall provide the Engineer a minimum of 3 days written notice of the <br />45 proposed Pre Turn-on coordination meeting date and time. <br />46 <br />47 Prior to the Pre Turn-on coordination meeting, the Contractor shall complete the items <br />48 of work detailed in the Traffic Signal Turn-on Checklist and submit the completed <br />49 checklist to the Engineer. The Traffic Signal Turn-on Checklist form will be furnished <br />50 to the Contractor by the Engineer. A blank copy of Signal Turn-on Checklist form can <br />51 be found in the appendices of the Contract. <br />52
