RRFB PEDESTRIAN SAFETY October 31, 2025 <br />STATE FUND # HLP-PB25(004) <br />WO 3807 <br />Page 63 of 82 <br />1 Prior to scheduling a turn-on date, the Contractor shall provide verification to the <br />2 Engineer that tests 1, 2, and 3 as specified in this section have been completed. <br />3 <br />4 Prior to scheduling a turn-on date, the Contractor shall provide verification to the <br />5 Engineer that: <br />6 <br />7 A) Field tests 1, 2, 3 and 4 as specified in this section have been <br />8 completed; <br />9 <br />10 B) All other field tests specified in Section 8-20.3(14) have been <br />11 completed. <br />12 <br />13 8-20.3(11)A Traffic Signal System Testing <br />14 Paragraph 1, sentence 1 of the Standard Specifications (The Contractor shall provide the <br />15 Engineer a minimum of 5 days advance written notice of the proposed traffic signal turn- <br />16 on date and time for review and approval.) shall be replaced with the following: <br />17 <br />18 Upon the essential completion of the traffic signal construction, the Contractor shall <br />19 provide the Engineer with a minimum of five (5) working days advance written notice <br />20 of their requested traffic signal turn-on date and time. As part of the minimum of five <br />21 (5) days advance written notice of the proposed signal turn-on, a minimum of two (2) <br />22 working days per intersection shall be provided with an essentially complete signal <br />23 system to allow the City traffic signal technician to inspect the installation and <br />24 equipment and cabinet wiring terminations. The Engineer will then determine if the <br />25 date and time is acceptable; if not, a new date and time will be negotiated that is <br />26 agreeable to both the Contractor and the City. Included with this written notice shall <br />27 be a signal plan, prepared by the Contractor, showing the anticipated conditions at <br />28 the time of signal turn-on unless the signal is to be turned on and operated in the final <br />29 configuration indicated on the bid plan set. Any interim plan shall show all items <br />30 affecting the operation of the traffic signal, the channelization and other traffic control <br />31 devices. In cases where the traffic signal is to be turned on in a condition substantially <br />32 different than intended in the original contract plans, a minimum of ten (10) working <br />33 days written notice shall be required. This notice shall include detailed plans, <br />34 prepared by the Contractor, showing the proposed signal configuration at turn-on. <br />35 When taking existing pedestrian pushbuttons out of service, or installing new <br />36 pushbuttons at an existing signal, all buttons shall be operational at the end of each <br />37 shift. When taking a pedestrian pushbutton out of service, the Contractor shall provide <br />38 the Engineer two (2) working days notice prior to beginning work to put the pedestrian <br />39 display into recall mode, if the Engineer deems necessary. <br />40 <br />41 8-20.3(11)B Traffic Signal System Turn-On <br />42 Section 8-20.3(11)B is supplemented with the following: <br />43 <br />44 The Contractor shall provide uniformed Police control at any time an intersection is dark <br />45 or inoperative, such as during signal turn-ons or signal cutovers, signal controller change- <br />46 outs, flashing yellow arrow installations, or any other modification that requires a signal to <br />47 be put into flashing operation to complete. The Contractor shall have all traffic controls <br />48 (i.e., pavement markings, channelization and signing) in place prior to requesting <br />49 Engineer’s approval for turn-on or cut-over. <br />50
