company, agency, or applicant shall alter a critical area or buffer except as consistent with the purposes <br /> and requirements of this chapter. For development proposals on properties within shoreline jurisdiction, <br /> the shoreline master program applies in addition to the regulations contained in this chapter. No <br /> alteration of a critical area may occur until the city has issued all approvals required by this chapter. By <br /> way of example and not limitation, no development permit may be issued;no subdivision of land may be <br /> approved;no clearing,filling, or grading may occur;nor may any use be established, altered, or <br /> expanded on any lot until approvals required by this chapter have been granted by the city. <br /> B. In addition to the requirements of this chapter, the applicant shall obtain all necessary state,federal <br /> and other local permits. <br /> EMC 19.30.040, Compliance <br /> All development within special flood hazard areas is subject to the terms of this chapter and other <br /> applicable regulations. No structure or land shall hereafter be constructed, located, extended,converted, <br /> or altered without full compliance with the terms of this chapter and other applicable regulations. <br /> Enforcement of the provisions of this chapter shall be performed in accordance with the procedures <br /> established in Chapter 1.20 EMC. <br /> IBC 105.1, Permits Required. <br /> Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish <br /> or change the occupancy of a building or structure, or to erect,install, enlarge, alter, repair, remove, <br /> convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is <br /> regulated by this code, or to cause any such work to be performed,shall first make application to the <br /> building official and obtain the required permit. <br /> CORRECTIVE ACTIONS REQUIRED: By 12/4/2025,the Responsible Person(s)shall take the following actions to <br /> correct the Code Violations at the Property: <br /> • Contact the City of Everett Building Division located at 3200 Cedar Street to submit complete <br /> permit applications for all the necessary and required permits to bring the property into <br /> compliance. <br /> Permit applications and approvals are required for either the approval of the current <br /> development or to remove the unpermitted alterations and restore the site and critical areas. <br /> Required review will include Building, Land Use, Public Works and Shoreline permits and all <br /> necessary supporting documentation (e.g., critical area studies). <br /> Information on the City of Everett permit application process and required documents can be <br /> found at www.everettwa.gov/permits. <br /> • Once all permits are issued, then, correct and complete all necessary work and have the work <br /> inspected and approved, by the Everett City building Division. <br /> Note that all required permits(if applicable)to perform the corrective action must be obtained from the <br /> proper issuing agency. <br /> Notice and Order Page 2 of 4 <br />
