<br /> EMC 19.37.030,Applicability
<br /> A. This chapter establishes regulations for the protection of critical areas and
<br /> applies to all lands,all land uses and development activity, and all structures
<br /> or facilities, whether or not a permit or authorization is required,and shall
<br /> apply to every person,firm,partnership, corporation, group, government
<br /> agency, or other entity that owns, leases or administers land within the city.
<br /> No person, company, agency, or applicant shall alter a critical area or buffer
<br /> except as consistent with the purposes and requirements of this chapter. For
<br /> development proposals on properties within shoreline jurisdiction, the
<br /> shoreline master program applies in addition to the regulations contained in
<br /> this chapter. No alteration of a critical area may occur until the city has issued
<br /> all approvals required by this chapter. By way of example and not limitation,
<br /> no development permit may be issued;no subdivision of land may be
<br /> approved;no clearing,filling, or grading may occur;nor may any use be
<br /> established, altered,or expanded on any lot until approvals required by this
<br /> chapter have been granted by the city.
<br /> B. In addition to the requirements of this chapter, the applicant shall obtain
<br /> all necessary state,federal and other local permits.
<br /> EMC 19.30.040,Compliance
<br /> All development within special flood hazard areas is subject to the terms of
<br /> this chapter and other applicable regulations. No structure or land shall
<br /> hereafter be constructed, located, extended, converted, or altered without full
<br /> compliance with the terms of this chapter and other applicable regulations.
<br /> Enforcement of the provisions of this chapter shall be performed in
<br /> accordance with the procedures established in Chapter 1.20 EMC.
<br /> IBC 105.1,Permits Required.
<br /> Any owner or owner's authorized agent who intends to construct,enlarge,
<br /> alter, repair, move, demolish or change the occupancy of a building or
<br /> structure, or to erect, install, enlarge, alter, repair,remove, convert or replace
<br /> any electrical, gas,mechanical or plumbing system, the installation of which is
<br /> regulated by this code, or to cause any such work to be performed,shall first
