6. HO-21 Implement inclusionary zoning requirements in areas of the city subject to high <br />displacement risk. <br />7. HO-24 Evaluate the cost and supply implications of proposed regulations, policies, and <br />procedures affecting housing development and ensure that they promote affordability, <br />development, and housing diversity. <br />8. ED-34 Encourage predictability and consistency in the City’s land use regulations, while <br />also allowing for flexibility and creativity in the site development process. <br />9. Goal EAI-5: Everett implements the Comprehensive Plan in a coordinated and efficient <br />manner in accordance with state law and in the best interests of city residents. <br />10. Policy EAI-17 Implement the Comprehensive Plan through city development regulations, <br />programs, budgets, and functional plans, ensuring that each are consistent and mutually <br />supportive. <br />F. The Planning Commission reviewed the amendments contained in this ordinance, including <br />holding a briefing on August 19, 2025 and a public hearing on September 16, 2025; and <br />G. The Planning Commission considered the factors in EMC 15.03.300(C) in reviewing the proposed <br />development regulation text amendments in this ordinance; and <br />H. The Planning Commission recommends, via Planning Commission Resolution 25-02, approval of <br />the amendments contained in this ordinance, finding that the proposed amendments are <br />consistent with the Everett comprehensive plan, bear a substantial relation to public health, <br />safety and welfare, and promote the best long-term interests of the Everett community. <br />I. The city’s responsible official issued a Determination of Significance and Adoption of Everett 2044 <br />Periodic Update Final Environmental Impact Statement on January 12,2026; and <br />J. Notice of the proposed updated comprehensive plan was sent to the Washington State <br />Department of Commerce on October 14, 2025 and a letter of receipt was received the next day; <br />and <br />K. The amended development regulations contained in this ordinance maintain consistency with the <br />GMA and are consistent with the GMA planning goals; and <br />L. The amended development regulations contained in this ordinance are consistent with and <br />supportive of the Everett Comprehensive Plan; and <br />M. The development regulations amendments contained in this ordinance were prepared following <br />the procedural requirements in RCW 36.70A and WAC 365-196; and <br />N. The development regulations amendments contained in this ordinance were prepared following <br />the procedural requirements in EMC 15.02.095; and <br />O. The City Council considered the factors in EMC 15.03.300 in reviewing the proposed development <br />regulations amendment in this ordinance and based approval, in part, on the following findings:
