Exhibit A (Scope of Work)
SCOPE OF WORK

Project Overview:
The Voices Through Music mural project will transform graffitied fences along 4th
Avenue West into vibrant, student-led murals celebrating community creativity and
cultural identity. This collaboration between Voyager Middle School, Bunker Arts
Collective (BAC), and the City of Everett will engage students and local artists in
designing and installing murals that deter vandalism and strengthen neighborhood
pride.
Bunker Arts Collective Deliverables
1. Community Engagement & Partnerships
• Engage property owners to secure permissions for mural installations.
• Coordinate with Voyager Middle School staff, students, local artists, and City
representatives to ensure collaboration and alignment throughout the project.
• Facilitate communication and cooperation among all project stakeholders.
2. Artist Selection & Design Development
• Develop and distribute a public Call for Artists.
• Facilitate artist review and selection in collaboration with students and project
partners.
• Contract with selected artists and manage stipend payments within the project
budget.
• Oversee concept development and design refinements, ensuring final mural
concepts align with the “Voices Through Music” theme and reflect community
values.
3. Site Preparation & Mural Installation
• Prepare mural sites, including cleaning, priming, and graffiti abatement as
needed.
• Coordinate the painting schedule, ensuring clear communication with property
owners, artists, and students.
• Provide materials and supplies necessary for mural completion, including paint,
primer, brushes, and protective coatings.
• Facilitate safe student and volunteer participation during installation.
4. Stewardship & Maintenance Planning
• Apply protective coatings to each mural to support long-term durability.
• Develop a basic maintenance and stewardship plan for property owners and
community partners.
• Provide guidance for future graffiti removal and mural upkeep as appropriate.
