<br />NOTICE TO CONTRACTORS
<br />ADVERTISEMENT FOR BIDS
<br />Notice is hereby given that sealed bids for the Lenora Regional Stormwater Facility Project will be received
<br />at the office of the City Clerk, 1st Floor Wall Street Building, 2930 Wetmore, Everett, Washington 98201, until
<br />2:00 p.m. on Tuesday, December 9, 2025. At this appointed time, all bids/proposals will be opened and read
<br />aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Ave, Suite
<br />9E, Everett, WA 98201. The link to view the live streaming bid opening can be found at:

<br />The engineer’s estimate for this Project is approximately $7.8 Million.
<br />Work being performed includes, but is not limited to, furnishing all labor, materials and equipment necessary to
<br />construct 1,360+/- linear feet of storm piping that ranges from 8-inch to 60-inch diameter, 2,850+/- s.f.
<br />stormwater treatment facility with liner and treatment media, 2,870+/- s.f. stormwater treatment facility with
<br />topsoil and no liner, concrete structures, landscaping, irrigation, pavement restoration, curb, gutter, and
<br />sidewalk, lighting, signing and striping and other such appurtenances and performing all Work as required by
<br />the Contract Documents.
<br />Free-of-charge access to project bidding documents (plans, specifications, addenda, bidders list, and other
<br />documents, if any) is provided to bidders, subcontractors, and vendors at www.bxwa.com by clicking on
<br />"Posted Projects", "Public Works", and "City of Everett". This online plan room provides bidders with fully
<br />usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous
<br />reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in
<br />order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-
<br />Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will
<br />need to periodically check the on-line plan room for addenda issued on this project. Contact Builders
<br />Exchange of Washington at (425) 258-1303 should you require assistance with access or registration.
<br />All bids/proposals must be made upon the City forms provided in the bidding documents and must be
<br />accompanied by a bid bond or certified check or cashier’s check in an amount not less than five percent (5%)
<br />of the total amount of the bid/proposal, all in accordance with the bidding documents. A one hundred percent
<br />(100%) performance bond (and a one hundred percent (100%) payment bond, as may be required in the
<br />bidding documents), on form(s) provided by the City, will be required of the successful bidder to guarantee
<br />faithful performance of the Contract.
<br />The City reserves the right to reject any and all bids/proposals and to waive any irregularities or informalities.
<br />Except as may be provided in the bidding documents, no bidder may withdraw its bid/proposal after the hour
<br />set for the opening thereof.
<br />The City further reserves the right to make the award as deemed in the best interest of the City. The right is
<br />reserved by the City to postpone the award for a period of 45 days after bid opening.
<br />The Contractor will be required to comply with all local, state, and federal laws and regulations pertaining to
<br />equal employment opportunities.
<br />The City, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-
<br />4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that, in any contract entered
<br />into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair
