The presence of a permit for the replacement of electrical service, permit are attached to this E2201-050,and the permit for the replacement of a water heater, Agreement) M0003-037,without passing final inspection is a violation of the International Building Code(IBC) 105.1, rendering the structure unlawful thus unfit for human habitation as defined by the International Property Maintenance Code(IPMC)111.1.4,and 111.1.3 in violation of IPMC 109.1,which reads: IBC 105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed,shall first make application to the building official and obtain the required permit. IPMC 111.1.4 Unlawful structure. An unlawful structure is one found in whole or in part to be occupied by more persons than permitted under this code, or was erected, altered or occupied contrary to law. IPMC 111.1.3,Structure unfit for human occupancy A structure is unfit for human occupancy whenever the code official finds that such structure is unsafe, unlawful or, because of the degree to which the structure is in disrepair or lacks maintenance, is insanitary, vermin or rat infested, contains filth and contamination, or lacks ventilation, illumination, sanitary or heating facilities or other essential equipment required by this code, or because the location of the structure constitutes a hazard to the occupants of the structure or to the public. IPMC 109.1 Unlawful acts. It shall be unlawful for a person,firm or corporation to be in conflict with or in violation of any of the provisions of this code. 2. The conditions of the means of egress,the inadequate maintenance of the structure and lack of fire protection throughout the structure, renders the structure dangerous as defined by International Property Maintenance Code(IPMC)111.1.5 thus unfit for human habitation per IPMC 111.1.3 in violation of IPMC 109.1,which reads: Page 2 of 14
