Q An ordinance providing for the improvement of Lombard Avenue from Hewitt Avenue to Thirty-seventh Street, by removal of old lumber, sub-grading, construction of concrete curb, gutters, cement walks, complete drainage system, paving with asphalt upon a suitable concrete base, installation of fire hydrants, and doing such other work as may be necessary in connection therewith, all in accordance with Resolution No. 2080 of the city of Averett, creating a local improvement district, creating a local improvement district fund therefor, and providing that payment of said improvement be made by special assessments on the property of said district by mode of "Payment by Bonds". THE; CITY OF AVIgRATT DOAS ORDAIN: Section 1: That Lombard Avenue from Hewitt Avenue to Thirty-seventh Street be improved by removal of old lumber, sub- grading, construction of concrete curb, gutters , cement walks, complete drainage system, paving with asphalt upon a suitable con» crete base, installation of fire hydrants , and doing such other work as may be necessary in connection therewith, such improvement to be made according to the plans and specifications therefor prepared under the direction of the city engineer and now on file in the office of the city engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement, including all necessary and incidental expenses, shall be borne by and assessed against the property included in the assessment district hereafter created in accordance with law. The city of i verett shall not be liable in any manner for any portion of the cost and expense of such improvement.
