February 18, 2026 <br /> <br />2 <br /> <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson provided a legislative update. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David did not have any comments. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, to approve the <br />following consent items: <br /> <br />RESOLUTION - CLAIMS <br /> <br />To adopt Resolution No. 8272 authorizing claims against the City of Everett in the amount of <br />$3,871,279.54 for the period of January 31, 2026, through February 6, 2026. <br /> <br />RESOLUTION – WAIVING PUBLIC BIDDING REQUIREMENTS <br /> <br />To adopt Resolution No. 8273 waiving public bidding requirements, approving a multi-year sole <br />source purchase, and authorizing the Mayor to sign the Geographic Information System (GIS) <br />Enterprise Agreement from Environmental Systems Research Institute, Inc. <br /> <br />AGREEMENT – RECYCLING COLLECTIONS EVENT <br /> <br />To award and authorize the Mayor to sign the 2025-2026 Recycling Collection Event PSA with <br />Olympic Environmental Resources to implement the recycling collection events in an amount <br />not to exceed $51,000. <br /> <br />ACCEPTANCE – BEVERLY LAKE WATER QUALITY RETROFIT <br /> <br />To accept the Beverly Lake Water Quality Retrofit project as complete and authorize the Mayor <br />to sign the Certificate of Completion. <br /> <br />Roll was called with all council members voting yes, except Council Member Weir who was <br />excused. <br />
