March 11, 2026 <br /> <br />5 <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, that this is declared to <br />be the third and final reading of Council Bill 2602-07. <br /> <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br /> AYES: Weir, Rhyne, Schwab, Zarlingo, Bader, Tuohy <br /> NAYES: None <br /> ABSENT: Burbano <br /> <br /> Ordinance 4164-26 adopted. <br /> <br />COUNCIL BILL 2602-08 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a new chapter of the Everett Municipal Code relating to <br />Endangerment with a Controlled Substance <br /> <br />Moved by Council Member Bader, seconded by Council Member Zarlingo, that this is declared <br />to be the third and final reading of Council Bill 2602-08. <br /> <br />Lacey Offutt, Legal, answered Council questions regarding Council Bill 2602-08. <br /> <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br /> AYES: Weir, Rhyne, Schwab, Zarlingo, Bader, Tuohy <br /> NAYES: None <br /> ABSENT: Burbano <br /> <br /> Ordinance 4165-26 adopted. <br /> <br />AGREEMENT AMENDED - INDIGENT DEFENSE SERVICES <br /> <br />Moved by Council Member Bader, seconded by Council Member Zarlingo, to authorize the <br />Mayor to sign Amendment No. 3 to the agreement for Indigent Defense Services with Everett <br />Law Association in the form substantially as provided, and amended to add, “the City will <br />reimburse for substantiated moving costs to a maximum of $20,000.” <br /> <br />
