Said bonds shall be issued to <br /> the contractor making the improvement in the sum of the contract <br /> price thereof or such sum as he may be entitled to under his contract, <br /> upon the completion of the improvement and the acceptance thereof <br /> by the Commissioner, of Public Works; provided, no bonds shall be <br /> issued in excess of the cost and expense of such improvement, nor <br /> before the expiration of fifty (50) days from and after the date of <br /> the first publication of notice by the city treasur, erg that said roll <br /> is in his hands for collection. <br /> Section 4: The city clerk shall, when authorized by <br /> resolution passed by the council, certify and transmit said assessment <br /> roll, with his warrant for the collection of the assessments fixed <br /> and set forth therein, to the city treasurer for collection pursuant <br /> to law and the ordinances of said city. <br /> Mayor. <br /> Passed SEP 1 6 1913 <br /> Attest , <br /> — City Clerk. <br /> Published SEP 1 81913 <br />
