City of Everett <br />Port Gardner Storage Facility <br />Everett, WA <br />Proposal No.10-250219-P <br />November 21, 2025 <br />Page 1 of 13 <br />Proposal No: 10-250219-P <br />November 21, 2025 <br />KBA Construction Management <br />11201 Southeast 8th Street, Suite 160 <br />Bellevue, WA 98004 <br />Attention: Paul Prozinski and Tom Finlayson <br />Subject: Proposal to Provide Construction Inspection and Testing Services <br />Port Gardner Storage Facility <br />2600 Federal Avenue <br />Everett, WA <br />Dear Paul and Tom, <br />Certerra Northwest, LLC (“Certerra”) formerly known as GeoTest Services, Inc. is pleased to present our proposal <br />to provide construction inspection and testing services for the Port Gardner Storage Facility project. <br />Project Understanding <br />We understand that the project will consist of redevelopment of the Port Gardner Storage Facility (PGSF) to <br />provide temporary storage and control of urban stormwater and combined sewer overflows. The PGSF project <br />includes multiple phases including site demolition, site construction, and other sewer system improvements. <br />Based on our review of the project plans and specifications we understand that construction special inspection <br />and testing services will be required. <br />Terms and Conditions <br />Fee Proposal <br />We propose to perform the services described herein on a time and materials (hourly or test rate) basis, unless <br />noted, in accordance with the attached Schedule of Fees. Our estimate is based on information obtained within <br />the plans and specifications and a two-year construction duration. Estimates may vary due to circumstances that <br />may develop during the course of the work or due to extended construction duration. If a change in the scope of <br />work becomes necessary due to unforeseen conditions, which will increase the charges, we will obtain your <br />authorization before proceeding. Our summary of estimated charges for the proposed services is as follows: <br />Scope of Work <br />Our proposed scope of work will consist of special inspection and testing services as noted on structural drawings <br />S-00-0003 and S -00-0004 and within the project specifications. A detailed description of the tasks required to <br />complete this scope of work, and an estimate of the costs associated with our work are detailed herein. <br />Deliverables <br />Our deliverables will include Special Inspection and Testing Daily Reports for concrete and grout, post-installed <br />anchors, structural steel, structural bolting, and associated laboratory testing. Upon completion of the project, we <br />will also provide a Special Inspection Final Letter indicating whether the work inspected was performed in <br />conformance with the approved construction documents and applicable code requirements.
