CITY OF EVERETT SPECIAL PROVISIONS <br />Greely St. Water Quality Retrofit Division 1 – GENERAL REQUIREMENTS January 2026 <br />WO No. UP3817 SP – 43 <br />DIVISION 1 – GENERAL REQUIREMENTS <br />Supplement Division 1 by adding the following: <br />General Description and Location of Project <br />(******) <br />Work being performed includes furnishing all labor, materials and equipment necessary to <br />construct a water quality treatment facility, associated flow control structures, and <br />miscellaneous storm drainage pipes together with street and property restoration and other <br />such appurtenances and performing all Work as required by the Contract, in accordance with <br />the Contract Plans and Contract Provisions. <br />The Project is in Everett, Washington, and is generally located on Greely Street near W <br />Mukilteo Boulevard. <br /> <br />Partial funding of this project is being provided by the Washington State Department of <br />Ecology’s (Ecology) Stormwater Grant Program. <br /> <br />Design Engineer <br />(******) <br />Questions and inquiries about these Contract Documents should be directed in writing to the <br />attention of Emily Coba, City Project Engineer, ecoba@everettwa.gov. <br />Standard Specifications <br />(******) <br />All Work under this Contract shall be performed in accordance with the following <br />Specifications except as may be exempted or modified by other sections of these Contract <br />Documents. These Specifications are incorporated by reference, made a part of this Contract <br />and shall control and guide all activities within this Project whether referred to directly, <br />paragraph by paragraph. <br />WSDOT/APWA “2025 Standard Specifications for Road, Bridge and Municipal <br />Construction”, hereinafter referred to as the “Standard Specifications.” <br />The Standard Specifications, as modified or supplemented by these Special Provisions, all <br />of which are made a part of the Contract Documents, shall govern all of the Work. The <br />following latest edition of other specifications and standard plans shall apply to the extent to <br />which they are called out in the Contract Documents: <br />(d) 1. City of Everett “Design and Construction Standards and Specifications”, <br />latest edition as found on the Web at <br />“http://everettwa.gov/DocumentCenter/View/243”. <br />(e) 2. “Standard Plans for Road and Bridge Construction”, as prepared by <br />WSDOT. <br />(f) 3. “Manual on Uniform Traffic Control Devices (MUTCD).” <br />(g) 4. APWA Standards. <br />(h) 5. AWWA Standards. <br />Each Provision of these Special Provisions either supplements, modifies, or replaces the <br />comparable Standard Specification, or is a new Provision. The deletion, amendment, <br />alteration, or addition to any subsection or portion of the Standard Specifications is meant to <br />pertain only to that particular portion of the section, and in no way should it be interpreted <br />that the balance of the section does not apply.
