The highest-scored <br />proposal will be brought to the council for consideration and award. <br />This project is funded by a state grant from the Washington State Department of <br />Commerce under the Climate Commitment Act. The grant must be spent by June 30, <br />2027. <br /> <br />Project summary statement: <br />Staff is requesting that the City Council authorize the issuance of Request for Proposal <br />(RFP) #2026-021 to receive proposals from suppliers to update the city’s existing tree <br />policy and ordinance. <br />The awarded experienced consultant team will update the city’s existing tree policy and <br />landscaping ordinance. The ordinance updates will establish enforceable standards and <br />guidance that provide long-term accountability. The scope of work includes updating <br />the existing plans and ordinances to address the most pressing ecological, climate, and <br />community challenges in a unified, enforceable manner. The overall intent is to develop <br />recommended updates to the city’s policies and regulations on urban forestry, public <br />tree management, and landscaping to protect and expand the city’s tree canopy, <br />thereby reducing energy use, mitigating heat stress, managing stormwater, and <br />sequestering carbon. <br />Recommendation (exact action requested of Council): <br />Authorize the release of Request for Proposal #2026-021 Tree Policy & Landscaping <br />Development in the form substantially provided. <br />
