ORDINANCE JO. <br /> An ordinance regulating travel and traffic on the streets <br /> of the city of Averett, providing penalties for the violation there- <br /> of, repealing Ordinances Nos. 1307, 1321, 1352, 1440, 1510, and <br /> 1516 of the city of Averett and declaring an emergency. <br /> THE CITY OF I VAF..r:TT DO.r:S ORDAIN: <br /> Section 1: The word "street" wherever used in this <br /> ordinance shall be held and construed to mean and include streets, <br /> avenues , ways, boulevards , drives , highways , alleys, and all places <br /> open to the public for the use of vehicles; the word "vehicles" <br /> shall be held and construed to mean and include equestrians , led <br /> horses, and everything on wheels or runners , drawn by animals or <br /> men, propelld by any motive power, except baby carriages , street <br /> cars and steam railway locomotives and cars; the word "horse" shall <br /> be held and construed to mean and include any and all domestic <br /> animals ; the word "driver" shall be held and construed to mean and <br /> include the rider cr driver of any horse or horses, the rider of <br /> wheels and the operator of a motor vehicle or street car. <br /> Section 2: It shall be unlawful for the owner, operator, <br /> driver or person in charge of any vehicle upon the streets of the <br /> city of Averett to fail, neglect or refuse to conform to and observe <br /> the rules and regulations herein provided. <br /> Section 3: A vehicle, except when passing a vehicle ahead, <br /> shall keep as near the right hand curb as practicable. <br /> Section 4: .A vehicle meeting another shall pass to the <br /> right. <br /> Section 5: .A vehicle overtaking another shall pass on the <br /> left side of the overtaken vehicle, and not pull over to the right <br /> until entirely clear of it. <br /> Section 6: Vehicles moving slowly shall keep as close <br /> as possible to the curb on the right, allowing more swiftly moving <br /> vehicles free passage to their left. <br /> t <br />
