Treating 7 billion gallons of wastewater every year, it serves the city of Everett, <br />and parts of Alderwood Water and Wastewater District, Mukilteo Water and <br />Wastewater District and Silver Lake Water and Sewer District. <br />The headworks structure was constructed in 1983-84 and has been upgraded and <br />repaired many times since. <br />The headworks structure needs complete replacement due to ongoing and increasing <br />internal structural degradation and process equipment deterioration. Risks of <br />replacement delay include City personnel injury, catastrophic process equipment failure <br />and costly short-term repairs. <br />This project will replace the existing headworks structure in two phases: engineering <br />assessment, and design and construction. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor or her designee to apply for, and if awarded, to sign all necessary <br />documents and agreements for Public Works Board Pre-Construction Loans up to <br />$5,000,000. <br />
