City of Everett 00 11 13 - 1 <br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 WO# UP-3815-02 <br />00 11 13 - 1 ADVERTISEMENT FOR BIDS <br />SECTION 00 11 13 <br />ADVERTISEMENT FOR BIDS <br /> <br />Notice is hereby given that sealed bids for the Port Gardner Storage Facility West <br />Marine View Drive Storm and Combined Sewer – Construction Package 2 project <br />will be received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, <br />Everett, WA, 98201, until 2:00 p.m. on Tuesday, February 10, 2026. At the appointed <br />time, all bids will be opened and read aloud publicly via live streaming, or bidders may <br />attend the bid opening in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. <br />The link to view the live streaming bid opening can be found at: <br />https://everettwa.gov/319/Procurement. The engineer’s estimate for this Project is <br />$60,593,717.00, not including sales tax. <br />Project Description <br />The project “Port Gardner Storage Facility West Marine View Drive Storm and Combined <br />Sewer – Construction Package 2” consists of construction of various diameter pipelines <br />and structures to convey wastewater and stormwater to the Port Gardner Storage Facility <br />(PGSF) from multiple locations north and south of PGSF. <br />The PGSF will provide temporary combined sewer storage, reducing CSOs at the City’s <br />four remaining uncontrolled CSO discharge points to meet the Washington State <br />Department of Ecology executed Agreed Order number 11638.This facility will also <br />provide stormwater treatment for separated stormwater drainage basins with conveyance <br />to the City’s deepwater outfall and local stormwater conveyance to the Everett Water <br />Pollution Control Facility. This facility is scheduled to be operational by December 31, <br />2027. <br /> <br />Free-of-charge access to project bid documents (plans, specifications, addenda, and <br />Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to <br />www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of <br />Everett". This online plan room provides Bidders with fully usable online documents with <br />the ability to: download, view, print, order full/partial plan sets from numerous <br />reprographic sources, and a free online digitizer/take-off tool. It is recommended that <br />Bidders “Register” in order to receive automatic e-mail notification of future addenda and <br />to place themselves on the “Self-Registered Bidders List". Bidders that do not register <br />will not be automatically notified of addenda and will need to periodically check the on- <br />line plan room for addenda issued on this project.
