City of Everett 00 22 13 - 1 <br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 WO# UP-3815-02 <br />00 22 13 - 1 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />SECTION 00 22 13 <br />SUPPLEMENTAL INSTRUCTIONS TO BIDDERS <br />PART 1 - GENERAL <br />1.1 GENERAL <br />A. It is the intent of City to award a contract to the lowest responsive and responsible <br />Bidder. Before award, the Bidder must also meet the supplemental bidder responsibility <br />criteria listed below. Further, the apparent low Bidder and second apparent low bidder <br />must submit the Bidder Qualification Statement (Section 00 45 13) and any other <br />documentation listed below to the City within one business day after the bid opening, <br />unless the City’s project manager, in writing, allows additional time. The City reserves <br />the right to require such documentation from other bidders also. <br />1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA <br />A. Experience <br />1. Criteria: The Bidder must satisfy criteria a, b, and c below: <br />a. The Bidder must have successfully completed at minimum the following <br />within ten (10) years prior to bid opening: <br />1) Three projects involving the construction of at least 1,000 continuous <br />linear feet of buried stormwater or municipal wastewater pipeline having a <br />minimum diameter of 30 inches and reaching a depth of at least 15 feet <br />for the invert elevation for portions of the pipeline. Three separate projects <br />must be used to satisfy this requirement. <br />2) Three trenchless pipeline installations using pipe ramming, jacking, or <br />microtunneling methods for stormwater or municipal wastewater <br />conveyance pipelines with a carrier pipe diameter of at least 30 inches. At <br />least two separate projects must be used to satisfy this requirement. <br />3) Three trenchless pipeline installations using pipe ramming, jacking, or <br />microtunneling methods for stormwater or municipal wastewater <br />conveyance pipelines beneath commercial railroad tracks. At least two <br />separate projects must be used to satisfy this requirement. <br />4) Three projects involving excavations reaching a depth of at least 20 feet, <br />the installation of trench support systems, ground water pumping, and the <br />handling and disposal of groundwater. Three separate projects must be <br />used to satisfy this requirement. <br /> <br />b. The Bidder’s project manager for the Project must have successfully <br />supervised to completion at minimum the following within ten (10) years <br />prior to bid opening: <br />1) One project involving the construction of at least 1,000 continuous linear <br />feet of buried stormwater or municipal wastewater pipeline having a <br />minimum diameter of 30 inches and reaching a depth of at least 15 feet <br />for the invert elevation for portions of the pipeline. <br />2) One trenchless pipeline installation using pipe ramming, jacking, or <br />microtunneling methods for stormwater or municipal wastewater <br />conveyance pipelines with a carrier pipe diameter of at least 30 inches.
